ABSTRACT:

This study is an attempt to determine the impact of the monetisation policy on workers attitude to work and performance in the Nigerian Civil service using the National Film and Video censors Board as a case in point. Frederick Taylor’s Scientific Management Theory was used to explain the rationale behind the introduction of the monetization policy by the Nigerian Government and the relationship between motivation and improved work attitude and performance which the monetization policy intended to achieve in the Nigerian Civil Service. During the study, five objectives were raised through which five research questions and five hypotheses that guided and gave direction to the study emanated. Monetisation, Attitude to work and Performance were the independent and dependent variables studied and the Comparative Case Study design was adopted as the research design for the study. The entire staff of the National Film and Video Censors Board was the population for the study from where 413 staff using the Taro yamani’s formula for determining the sample size and the stratified random sampling were selected as the sample size for the study. The data for the study were collected using the primary and secondary sources of data collection (Questionnaire and Documentary) the data collected from 413 staff of the National Film and video Censors Board were analysized using Ratio and simple percentages which were the instruments for data analysis and the results of this analysis were presented in tabular formats. These results prompted the findings that the introduction to monetization policy has no significant relationship with improving attitude to work and performance of the Nigerian Civil Servant.
